About the Excess Electricity Concession
The Annual Electricity Concession covers bills up to a threshold. Above it, Victoria asks households to confirm their high usage is for the home before the 17.5% discount continues. The threshold for the year starting 1 December 2025 is $4,038.82, and it is reviewed each year.
Your retailer watches for this and sends the form when you reach the threshold. You sign a declaration that the electricity is used for domestic purposes, not a business or anything illegal, and the department confirms your eligibility.
High bills are common with electric heating, medical equipment or large families. If yours is high for medical reasons, the Medical Cooling Concession or Life Support Concession may also apply.
