About Horizon Power

Unlike most of Australia, Horizon Power is both the network and the retailer. It owns the poles and wires, buys or generates the power, and sends the bill, all as one state-owned business.

Its customers are spread from Esperance in the south to Kununurra in the north. Rather than one connected grid, it runs a set of separate systems: the North West Interconnected System in the Pilbara and many smaller town grids and microgrids.

Under the state's uniform tariff policy, households pay the same main residential price as Synergy customers in Perth, even though supplying remote towns costs far more.

Owner: Owned by the Western Australian Government. It runs the networks and sells the electricity, so it is both network and retailer.

What Horizon Power means for your bill

Network charges are built into your retailer's usage rate and daily supply charge. The AER found network charges were up to 46% of a residential bill in 2024. On the Government-set tariff (Synergy Home Plan A1) for the Horizon Power area in 2026-27, the price is 33.26c per kWh and $1.19 a day, about $1,766 a year at 4,000 kWh.

Households here cannot shop around for a cheaper network, and retail prices are set by the government. See Western Australia electricity rates for every tariff.
